Vice President and General Counsel

Richard Chapkis is Vice President and General Counsel of Verizon New Jersey.

He joined Verizon's legal department in 1999 as a Regulatory Counsel in California and was subsequently appointed to the position of Vice President and General Counsel -- Southeast Region, which he occupied until being appointed to his current position.

Prior to joining Verizon, Chapkis was associated as a litigator with the law firms of Troop, Steuber, Pasich, Reddick & Tobey; Mannatt, Phelps & Phillips; and Jones Day in Los Angeles.

Chapkis is a 1991 graduate of the Boalt Hall School of Law, University of California, Berkeley, where he was a member of the Moot Court Board and a member of the Internal Tax and Business Lawyer.

He received his bachelor's degree at Brown University, where he graduated magna cum laude in 1987 and was elected as a member of Sigma Xi.

Chapkis is admitted to the bar in the State of California.  He has served on the faculty of continuing legal education programs and on the Board of Directors of civic and business organizations.
